How do you report a spa in singapore to the goverment that it is a bad place?

My husband attended a spa out there and they offered him specialy services I would like to report this place how do I do it.
I emailed the Spa and the lady sent me an email confirming the massouse offered my husband services but that he received none and they were going to sack her I do not know what that means.
